Mining in Russia 2026: Pools, Registry, Taxes, and Regional Bans

Russia legalized crypto mining on November 1, 2024 (Federal Law 221-FZ) but wrapped it in a registry, monthly reporting, progressive income tax up to 22%, and outright bans in 16+ regions including Moscow (from August 15, 2026). Individuals who consume under 6,000 kWh/month can skip the registry. Pool participation counts as mining under the ban, so connecting from a restricted region to any pool is illegal regardless of where the pool's servers sit. This is not legal advice.

Is crypto mining legal in Russia?

Yes, since November 1, 2024. Federal Law No. 221-FZ, signed August 8, 2024, created a legal framework for mining: registries, reporting obligations, and tax rules. Mining is legal for Russian legal entities and individual entrepreneurs (IE) who register with the Federal Tax Service (FNS). Individuals who are not registered as IE may mine without joining the registry as long as their electricity consumption stays under 6,000 kWh per month (Government Decree No. 1469, November 1, 2024). Foreign legal entities are excluded from the registry and may not mine in Russia.

How do you register as a miner?

The FNS maintains two registries: one for miners and one for infrastructure operators. Registration happens through the FNS mining portal at rmo.nalog.gov.ru.

  1. Prepare documents: company registration or IE certificate, TIN, address of mining operations, equipment specifications.
  2. Submit an application through rmo.nalog.gov.ru.
  3. FNS reviews the application and adds you to the registry (or rejects you per the grounds listed in Government Decree No. 1462).
  4. Once registered, you connect to a pool or mine solo and begin monthly reporting.

Infrastructure operators (data centers and hosting providers that serve miners) register separately and must meet the requirements set by Government Decree No. 1463. Operators may only serve registered miners.

What are the reporting requirements?

Registered miners must submit monthly reports by the 20th of the following month. Reports include the volume of mined cryptocurrency and wallet addresses used. This is set by Government Decree No. 1466.

Infrastructure operators report quarterly, by the 25th of the month following the quarter. The fine for failing to submit is 40,000 RUB (roughly $440 at current rates).

How is mining taxed in Russia?

Mining income has been taxable since January 1, 2025. The rules are straightforward but the rates are progressive. Special tax regimes (USN, ESHN, NPD) do not apply to mining income. Mining and crypto sales are not subject to VAT.

Valuation and deductions

Income is valued at the market price of the cryptocurrency on the date you receive it. Documented expenses (electricity, equipment, hosting) are deductible.

Filing deadlines

File 3-NDFL by April 30; pay tax by July 15 of the following year.

Where is mining banned?

Two government decrees create the regional ban list. The bans explicitly cover pool participation, not just solo mining. If your equipment is in a banned region, connecting to a pool from that location violates the decree.

What about the 6,000 kWh limit for individuals?

Individuals who are not registered as IE may mine without entering the FNS registry, but only if their total electricity consumption for mining stays under 6,000 kWh per month (Government Decree No. 1469). That is roughly enough to run two Antminer S21 Pro units at 3,510 W each, 24/7, before hitting the ceiling (3,510 W x 2 x 720 hours = 5,054 kWh, leaving some headroom). Three units would push past the limit.

If you exceed 6,000 kWh, you need to register as IE and join the FNS registry.

The 6,000 kWh exemption does not override regional bans. If you live in Moscow or any other banned region, you cannot mine even under 6,000 kWh.

Can I advertise crypto mining services?

No. 221-FZ prohibits offering cryptocurrency to an unlimited circle of persons and bans crypto advertising. This applies to mining services, pool advertising within Russia, and similar activities.

Which pools work for Russian miners?

The legal framework does not restrict which pool a registered miner in a non-banned region connects to. The choice comes down to fees, payout model, and minimum withdrawal. Here are the BTC pools listed on pool-btc.com with their current fees:

Hosting in Russia: what changed?

Hosting providers (infrastructure operators) must register with the FNS under Government Decree No. 1463 and may only serve registered miners. Electricity costs in Russia run $0.04 to $0.06/kWh for hosted mining, cheaper than Western Europe or North America but slightly above Kazakhstan's $0.03 to $0.04/kWh (though Kazakhstan's regulatory situation is less stable).

If your hosting facility is in a banned region, the ban applies to you as well. Hosting operators in Moscow, the Moscow Oblast, and other restricted zones can no longer legally serve mining clients.

FAQ

Can I mine in Moscow if I stay under 6,000 kWh/month?

No. The regional ban (PP 936) overrides the 6,000 kWh exemption. Mining is banned in Moscow and Moscow Oblast entirely from August 15, 2026 to December 31, 2032.

Does the ban apply to pool participation or just solo mining?

Both. The text of PP 1869 and its amendment PP 936 explicitly includes participation in a mining pool. Connecting from a banned region to any pool, anywhere in the world, is covered by the ban.

What happens if the seasonal ban regions overlap with my mining season?

In parts of Irkutsk Oblast, Buryatia, and Zabaykalsky Krai, mining is banned from November 15 to March 15 each year until 2031. You can mine the other eight months, but your equipment sits idle during winter, which is when electricity is cheapest and most in demand.

Do I need to pay VAT on mined crypto?

No. Mining and crypto sales are exempt from VAT under the current tax rules.

Can a foreign company mine in Russia?

No. The 221-FZ registry is only open to Russian legal entities and individual entrepreneurs. Foreign legal entities cannot register and may not mine in Russia.
