Promminer hosting review 2026: tariffs, minimum order, contract gaps, Russian rules, risks, who it fits

Promminer hosting suits owners of three or more ASICs who live in Russia, pay in rubles and want a Russian data center in Voronezh or Perm. Its official tariff starts at 5.5 rubles per kWh, and 3.89 rubles in the new gas-powered Perm site. It fits poorly for foreign owners and for anyone who needs the contract terms published before signing.

POOL BTC is an independent comparison site. We are not Promminer, we do not host miners, and nothing here is investment advice. Facts come from the official Promminer hosting page, price list and pool offer checked on 2026-10-12, public company registry data and the third-party sources named in the text. Where the official site is silent, we say so instead of guessing.

What is Promminer hosting?

Promminer hosting places your ASIC miners in the company's data centers and supplies power, cooling, monitoring and support for a per-kWh fee. The company also sells new miners, runs the Promminer Pool and offers a container option. We reviewed the pool separately in our Promminer Pool review.

Two legal entities are involved. Hosting and equipment sales sit with a Moscow limited company registered in February 2022, according to the state registry data republished by RBC Companies. The pool operates under a second company named in its public offer. The company says it has worked since 2017 and claims more than 200 MW of infrastructure and a staff of over 150, while registry-based data shows 59 employees in 2024.

The official data center page lists Voronezh with 100 MW and a gas-generation site in Perm with 35 MW that was due to launch in the third quarter of 2026. We did not find independent confirmation that the Perm site is running yet.

According to an aggregator that republishes registry filings, revenue was 4.76 billion rubles in 2024 and 6.2 billion in 2025. We treat that as an indication of scale, not as an audit.

How much does Promminer hosting cost?

The official page gives a tariff from 5.5 rubles per kWh in Voronezh and 3.89 rubles per kWh with VAT in Perm. Our own hosting table, built earlier, showed 6 rubles per kWh, and an aggregator listing mentions 6 rubles with VAT. The sources do not agree on whether 5.5 includes VAT, so ask for a written quote.

ItemWhat the official site says
Voronezh tariffFrom 5.5 rubles per kWh, VAT status unclear
Perm tariff (gas generation)3.89 rubles per kWh with VAT, made of 2.89 generation and 1.00 service
Minimum order3 machines

The price list for hardware is dated 2026-04-13 and quotes prices in dollars without 22% VAT, with a customs declaration provided. An aggregator also lists a post-payment option, which we could not confirm on the official page.

Do the maths for your own case. At 5.5 rubles, a miner drawing 3.4 kW uses about 82 kWh a day and costs roughly 450 rubles a day. Use the mining calculator to set your electricity price against pool income.

What does the price include?

The official page lists round-the-clock technical support, online monitoring, delivery to the data center, installation, equipment insurance as a step in onboarding, and legal support when you build the economic model. An aggregator adds armed security.

Two claims are the company's own and should be tested in the contract. The price list says repair is three times faster than at the manufacturer. It also says a firmware boost adds 10% performance on Antminer S21+, L7 and L9 machines, and calls it unique to Promminer.

Uptime is quoted inconsistently: 100% in the price list and 99% for the 3.89 ruble tariff on an aggregator. Compensation for downtime is not stated on the official site (checked 2026-10-12), so uptime is a promise, not a guarantee.

Cooling is not described for the Voronezh site on the official page.

Do you have to use Promminer Pool?

The official page presents the pool as part of the hosting offer, with no blocking in Russia, payouts without extra fees and conversion of coins to rubles. It does not say whether hosted machines may point to another pool. We could not find a requirement, and we could not find a promise either.

Ask in writing before signing. If you can choose, compare pools before you commit. Promminer Pool lists a fee of up to 3% with FPPS payouts, a minimum payout of 0.0001 BTC and BTC, LTC and DOGE support.

Is Promminer hosting legal in Russia?

Mining is regulated by Federal Law 221-FZ of 2024, and miners must report to Rosfinmonitoring, according to the agency's notice of 2025-05-16. Government decree 1869 bans mining in listed regions, and the list was amended as recently as 2026-10-06.

Voronezh and Perm are not on the current ban list. Moscow and the Moscow region are, from 2026-08-15 to 2032-12-31 under Resolution 936 of 2026-07-25. The hosting company is registered in Moscow, but its machines stand in other regions, so the ban should not hit the data centers directly. A client who lives in Moscow and mines should take legal advice first.

We did not find Promminer in an official register of mining infrastructure operators, and the official site does not say it is listed (checked 2026-10-12). That is a gap to raise with the company, not proof of a violation.

Who is Promminer hosting for, and who should skip it?

It fits you if you:

  • own at least three ASICs, or buy them from the same company with a customs declaration;
  • live in Russia and want to pay in rubles by bank transfer;
  • want 24-hour support and insurance instead of running a home rig;
  • accept a Russian regulatory risk and a single-founder company.

Look elsewhere if you:

  • live in Latin America, Argentina or anywhere outside Russia and need a dollar or crypto contract;
  • need published penalties, deposit and term before you sign;
  • have fewer than three machines;
  • want an internationally spread set of locations.

Can foreigners use it?

The pool's public offer accepts foreign individuals and companies and asks for passport data or full corporate documents, including owners of 25% or more. The hosting page says nothing about citizenship or residence.

The practical barrier is payment. Billing is in rubles, crypto payment is not stated, and bank transfers to Russian accounts are hard because of Western sanctions. For readers in Argentina or elsewhere in Latin America, a hosting provider outside Russia is the realistic route.

How do you start?

The steps come from the official data center page.

  1. Choose equipment and build the economic model with the company's analysts.
  2. Buy machines from Promminer or bring your own, with at least three.
  3. Agree delivery to the data center, where the company handles installation.
  4. Arrange insurance.
  5. Sign the contract and configure the machines. The company says connection takes 15 minutes after signing.

Contacts on the site are a toll-free Russian number, 8 800 350 72 85, and info@promminer.ru.

What are the risks?

  • Counterparty risk. The hosting company is a 2022 registration with one owner. Growing revenue is a good sign, not a guarantee. We found no bankruptcy proceedings.
  • Missing terms. Deposit, contract term, penalties and downtime compensation are not public.
  • Regulation. The ban list has grown several times since December 2024, and Moscow joined in 2026.
  • Tariff drift. The site shows current offers. We found no promise to fix the electricity price.
  • Custody. Your machines are insured, but the site mentions no independent audit of the storage.
  • Reviews. Users rate the company 5.0 out of 5 on otzyvru.com from 56 reviews and 4.9 on Avito from 368, with one report of a longer wait before launch. These are user claims we did not verify.
  • Sanctions. Foreign clients face payment problems.

How does it compare with PUSHMINER, 1-mining.ru and OneMiners?

All Russian providers sit in a narrow band of 4.8 to 5.5 rubles per kWh with VAT, so contract terms matter more than a few kopecks. OneMiners sells prepaid foreign hosting in dollars and has no Russian site.

PUSHMINER requires clients to be in the Russian miner registry and to hold a customs declaration. FAQ

How much does Promminer hosting cost?

The official page gives a tariff from 5.5 rubles per kWh in Voronezh and 3.89 rubles with VAT in Perm. Our earlier table showed 6 rubles per kWh, so get a written quote that says whether VAT is included.

What is the minimum order?

Three machines. For 50 and more machines the company offers a separate container option starting from 850,000 rubles.

Do I have to use Promminer Pool?

The official page does not say. It promotes the pool as part of the hosting offer, so ask for the answer in writing before signing.

Can a foreigner host miners with Promminer?

The pool offer accepts foreigners, but the hosting page publishes no rules for them. Billing is in rubles and crypto payment is not stated.

Is mining in Voronezh and Perm allowed?

Both regions are absent from the government ban list as of 2026-10-06, while Moscow and the Moscow region are banned from 2026-08-15. Check the list again before signing, because it changes.

Is Promminer hosting worth it in 2026?

For a Russian owner of several machines who pays in rubles, it offers a low entry minimum, two regions outside the ban list and visible company scale. The missing contract terms and the single-owner structure are the weak points. For owners outside Russia it is not a realistic option.

If it fits you, contact the company through Promminer, ask for the contract in writing and test one machine before you move the rest.
